    AbstractCities are expecting massive growth in the coming years; urbanization projects are looking at 2.5 billion more people living in cities. With that kind of growth, city government can no longer afford to lag behind in the digital landscape. Connecting, engaging and fulfilling of services between city and government will need to become increasingly digitized to keep up with rising demand while budgets remain tight, or in the near term, face deep cuts. Digital experiences can be made more efficient when complemented by NLP principles, image recognition and robotics, and these efficiencies translate to better experiences and reduced costs. In addition to larger smart city applications that cover utilities and traffic management, there are many opportunities to improve citizen engagement and city service delivery.     Labeling the Features Not the Samples: Efficient Video Classification with Minimal Supervision

    Feature selection is essential for effective visual recognition. We propose an efficient joint classifier learning and feature selection method that discovers sparse, compact representations of input features from a vast sea of candidates, with an almost unsupervised formulation. Our method requires only the following knowledge, which we call the \emph{feature sign}---whether or not a particular feature has on average stronger values over positive samples than over negatives. We show how this can be estimated using as few as a single labeled training sample per class. Then, using these feature signs, we extend an initial supervised learning problem into an (almost) unsupervised clustering formulation that can incorporate new data without requiring ground truth labels. Our method works both as a feature selection mechanism and as a fully competitive classifier. It has important properties, low computational cost and excellent accuracy, especially in difficult cases of very limited training data. We experiment on large-scale recognition in video and show superior speed and performance to established feature selection approaches such as AdaBoost, Lasso, greedy forward-backward selection, and powerful classifiers such as SVM.Comment: arXiv admin note: text overlap with arXiv:1411.771

This paper intends to present some general characteristics applicable to the most important financing programs, and also to outline certain features of the main financing lines, referring to investment projects development and their implementation, based on the Applicant Guides analysis. The paper treats institutional, legal, financial, technical, social and environmental aspects and outlines proposals and recommendations to achieve a better EU funds absorption and also a higher success rate of initiated projects. In knowledge-based economy circumstances, training consultancy specialists, that represent the intellectual capital in this area, will ensure the professional management of the developing process, submission and ongoing competitive projects, and will help enhance the funds absorption at national level. With current healthcare reform and implementation of The Affordable Care Act of 2010, surgeons are more frequently being challenged by their administrative counterparts to improve clinical efficiency and quality of care while maintaining current profit margins. This chapter describes two non-traditional, innovative concepts that can be incorporated into full scope, oral and maxillofacial surgery practices in order to allow more efficient delivery of care while maintaining quality. The two programs outlined herein are shared medical appointments (SMAs) and virtual surgical appointments (VSAs).     In knowledge-based economy, intangible assets such as knowledge and intellectual capital are becoming the new core competencies. Intellectual capital is an asset that increases its value as it is used; therefore investments in intellectual capital and knowledge represent power and profitability. This paper proposes to highlight the synergy between investments in intellectual capital, a valuable and strategic asset, and achieving and sustaining competitive advantage and organizational performance in knowledge-based society. Intellectual capital becomes the essential part of the system of contemporary economic and sustainable development, the company is seen as a means to create, integrate, store and apply knowledge. Every organization holds a specific intellectual capital characterized by a potential of knowledge and, respectively by a capacity to use it in a creative manner. Expansion of intellectual capital can be achieved if innovation and creativity are present in an organization, but also through the dissemination of innovation and the convergence of top technologies. Intellectual capital, an important source of an organization’s economic, sustainable development is crucial to manage the intellectual resources and capabilities, needs to be taken seriously into account in formulating business strategy. Holding superior intellectual resources, organizations must exploit and develop resources in a competitive manner, meaning that the intellectual capital value exist with the knowledge of individuals, but can be institutionalized as part of systems and organization structure.     Underactive bladder - an underestimated entity

    Introduction. The concept of underactive bladder is relatively new. Currently there is no generally accepted definition of this pathology. Diagnosis depends on urodynamic findings, and symptoms are usually rare and intricated with the symptoms of other urinary pathology. Matherials and methods. This review examines the current literature on underactive bladder regarding pathology, definition, diagnosis, current guidelines, and any further potential medical developments. Conclusions. Underactive bladder is a poorly understood pathologic condition. Only since 2002 has there been any consensus regarding the definition. The diagnosis relies only on urodynamics; clinical diagnosis is a challenge even for a consultant; and treatment does not seem to alleviate much of the suffering. This disease remains underrecognized and undertreated. More research is needed to identify less invasive diagnosis tools and treatment for this pathology

    Diabetes is one of the most commonly diagnosed endocrine diseases in cats. Of all types of diabetes, type II is the most frequent one, 80% of the diabetic cats have type II diabetes. Even though it’s a multifactorial disease, obesity was found to be the most important risk factor in developing diabetes, obesity increases the chances of developing this disease to up to 4 times. The study was conducted on a number of 9 cats with uncomplicated diabetes with the purpose of monitoring the effects of the commercial dry food (with a high percentage of carbohydrates) and the commercial canned food (with a higher percentage of proteins and a lower percentage of carbohydrates) on the glycemic index. For this study, we considered the occasional administration of raw chicken and turkey meat because it wasn’t given for a long enough period of time. The diet is very important for diabetic cats because a lot of sick cats enter remission after a couple of months of being fed wet canned food and they no longer need the administration of insulin, but owners are instructed to carefully monitor glycaemia for the rest of the pet’s life
